Will Pavel Flee from France?

Telegram’s Past Troubles with Russia

When the Russian government demanded access to Telegram, Pavel Durov refused and quickly fled the country. Since April 16, the Russian government has attempted to block access to Telegram, but on June 19, 2020, access was restored after Durov agreed to assist with extremism investigations. Telegram has been working closely with Europol since 2015, according to various documents, at least when it comes to terrorism. We think it’s a positive step, as no one wants terrorism at their doorstep except the terrorists themselves.

Telegram is now widely used in Russia and Ukraine, and it’s likely the most popular app for secure messaging in the region. After the major terror attack in Moscow in March 2024, which resulted in over 140 deaths, President Putin asked Durov to monitor Telegram more closely, according to Politico. Despite this, Russia has never arrested Durov, who has been living outside Russia since 2014. He holds citizenship in Saint Kitts and Nevis, as well as passports from the UAE and France.

Who Is Pavel Durov – The CEO of Telegram?

Pavel Durov, born on October 10, 1984, is known for his advocacy of privacy, free speech, and resistance against government overreach. He’s often compared to Elon Musk in his outspoken approach. Durov first gained recognition as the co-founder of VKontakte (VK), Russia’s largest social network, earning him the nickname “Russia’s Mark Zuckerberg.” However, his conflicts with Russian authorities over censorship and privacy led to his departure from VK and Russia.

After leaving Russia, Durov founded Telegram, a messaging app focused on encryption and user privacy. His approach is notably independent, with a small team, minimal advertising, and no external funding.
